This book traces the slow genesis of the Swiss Federal Council, whose origin is in the Small councils of the cantons during the Ancien Régime as well as the French revolution and the Swiss Republic. The Author explores the organization of political powers (the people, the legislature and the executive) during various historical periods leading to the creation of federal authorities, in 1848.
He also connects to the constitutional revisions which, from 1848 to 2009, modified the position of the Federal Council, how the composition of the federal government adapted during these 161 years. He also touches on the unsuccessful attempts to reform the composition of the Federal Council for the same period. These various attempts are gathered by topics (the election of the Federal Council by the people, the re-election and the revocation of magistrates by the electorate, the increase in the number of Federal Councillors, the introduction of quotas, the presence of women, the reinforcement of the presidency of the Confederation and the setting-up of a presidential regime or member of Parliament).
